   A.Sh. Inoyatov graduated from the Bukhara State Medical Institute and in 2001 he became a junior researcher of the central scientific research laboratory of the Institute. In 2002 he entered postgraduate study in the specialty “Pediatric Maxillofacial Surgery”. After graduating from postgraduate study, since 2006 he began to work as an assistant at the department of “Surgical Dentistry” of the Bukhara State Medical Institute. In 2008 he became the head of the department “Surgical dentistry”. In 2009-2010 he was acting dean of the dentistry faculty of the Bukhara State Medical Institute. In 2010-2012 being the head of the department “Surgical dentistry” he was entrusted with the work of the department for academic lyceums and professional colleges. In the period from 2012 to 2014 A.Sh. Inoyatov became the dean of the Dental Faculty of the Bukhara State Medical Institute.
Resolution of the First President of the Republic of Uzbekistan I.A. Karimov from July 22, 2014 “On the formation of the Tashkent State Dental Institute and its branches in the regions” was opened the Bukhara branch of the Tashkent State Dental Institute. Since that time A.Sh. Inoyatov became the dean of the branch. From 2015 to 2016 he headed the Bukhara branch of the Tashkent State Dental Institute. In November 2016 the branches of the TSDI were reorganized and again transferred to regional medical higher educational institutions.
In 2016 he again became the dean of the dentistry faculty of the Bukhara State Medical Institute. And since June 2017 to this day he leads the Bukhara State Medical Institute.
A.Sh. Inoyatov is the author of many monographs, teaching aids, more than 120 scientific articles, has over 130 publications.
Scientific direction: Development of the safety of ecological, clinical and immunological factors of the prone jaws of the maxillofacial area, their prevention and methods of modern treatment.

The members of the Council are the vice-rectors of the institute, deans of faculties, heads of departments, heads of departments of the department, heads of courses at the clinical base, directors of academic lyceums and vocational colleges. 

  Council of the Bukhara State Medical Institute

 The Council of the Bukhara State Medical Institute was established in accordance with the Decree of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan No. 345 of December 9, 1998. On the basis of the statute "On the Academic Council of the University" the function of the council is to consider the relevant key issues of the institute. The structure of the council is approved annually at the first meeting of the new school year, chaired by the rector of the institute.

1. The Council of the Institute includes: the rector (chairman), secretary of the council, vice-rectors, deans of faculties, directors of independent organizations and networks of higher educational institutions, heads of specialized departments, as well as students of higher educational institutions and representatives of the trade union.

Each year, the number of board members selected from among faculty members is appointed by order of the rector. The board of the institute may include major scientists and specialists involved in certain issues, as well as representatives of foreign educational institutions with interstate contacts. Validity for 5 years.

2. The structure of the Council of the Institute is approved by order of the Rector of the Institute. At the beginning of each academic year, new members are elected or replaced on the basis of the Charter.

3. Council of the Institute:

        - Studies the execution of decrees and resolutions of the President of the Republic of Uzbekistan and decisions of the Cabinet of Ministers.

- In accordance with the National Training Program, strict adherence to state educational standards, curricula and programs is considered;

- determines the feasibility of creating councils of institutes united with foreign institutions of higher education;

- Listens to reports on educational, research and spiritual education of the faculties, reports on the activities of academic lyceums and academic societies of the institute, as well as the results of admission to the admissions committee, the need for graduates in the field of health care in the field, reports of marketing services.

- completes the highly practical qualifications of students and makes recommendations for its improvement;

- discusses plans for research, spiritual and educational work and advanced training of the faculty;

- makes decisions on establishing contacts with universities in foreign countries;

- makes decisions on issues related to the opening, closing, change of faculties and departments;

- offers to open new areas of training (specialists), taking into account marketing;

- considers issues related to the preparation and publication of textbooks, teaching aids and scientific and methodological literature;

- holds contests for the position of professors and teachers in accordance with the charter “On the procedure for the employment of teachers in higher educational institutions”;

- considers the documents of applicants for the position of professor and associate professor and submits them for approval of a scientific degree in the prescribed manner;

- recommends candidates for other forms of post-doctoral and postgraduate education;

- recommends gifted students and teachers to undergo internships in foreign universities;

- listens to the reports of managers of small enterprises, firms and courses engaged in educational services;

- recommends candidates from graduates of the institute for admission to doctoral studies, and also approves an individual work plan for applicants for a degree

- recommends candidates from among gifted students and researchers to obtain a nominal scholarship;

- hears reports of deans of faculties on relations with graduates of faculties, develops measures to further improve training;

- determines measures to improve safety and labor protection of students and employees of the institute;

- approves the current (annual) long-term development plans of specialists with higher education and listen to the results of its financial and economic activities;

- Discuss and report on plans for raising the level of skills of specialists with higher education.

4. Performs its work according to the annual plan. After the plan has been reviewed by the board of the institute, it is approved by the rector.

5. Decisions of the Institute Council on all issues of educational and scientific work are taken by open vote by a majority vote. Competitions for faculty positions, the nomination of professors and associate professors are accepted in the prescribed manner by a closed ballot.

6. Decisions of the Council of the Institute come into force upon approval by the Rector of the Institute.

7. The meeting of the Council of the Institute shall be recorded in a protocol. The minutes are signed by the chairman and secretary of the Council.

8. The Chairman of the Institute’s Council regularly organizes checks on the implementation of Council decisions and informs Council members on the implementation of adopted decisions.
