ELEMENTS OF DUAL EDUCATION ARE BEING IMPLEMENTED AT BUKHARA STATE MEDICAL INSTITUTE
Starting from the 2027/2028 academic year, a workforce training system in the form of dual education will be introduced in higher education institutions based on employer orders, under the condition of employing graduates. This is established by Presidential Decree No. UP-209 dated September 29, 2026.
The primary goal of dual education is to integrate theoretical knowledge with practical skills, train specialists aligned with labor market demands, and ensure the employment of graduates.
Bukhara State Medical Institute is likewise applying approaches aimed at strengthening students’ practical training. Specifically, final-year students are consolidating their practical skills in primary healthcare institutions, particularly in family polyclinics and family physician venues.
In accordance with the institute’s current procedures, a portion of instruction for graduating students — namely lectures — is organized in a traditional format, while practical sessions are conducted as professional internships in primary medical facilities located near their places of residence. Such internships are carried out systematically throughout the academic year.
Designated supervisors assigned by the institute and practice bases monitor student activities, assisting them in working with patients, identifying diseases, participating in preventive measures, and acquiring practical skills necessary for their future professional practice.
It should be particularly emphasized that clinical practice and professional training play a vital role in shaping the professional competence of future physicians in medical education. Applying theoretical knowledge directly within medical institutions fosters students’ capacity for independent thinking, patient communication skills, and clinical decision-making.
The dual education system outlined in the new decree involves distinct mechanisms related to employer requests, tripartite agreements, and subsequent employment obligations for graduates. Therefore, the existing professional internship at the institute should not be evaluated as identical to this new procedure.
The consistent development of efforts in this direction in the future will serve to strengthen cooperation with medical institutions, enhance the quality of practical education, and train qualified personnel for the primary healthcare delivery system.
