The main activities and goals of the Department of management of the system of anti-corruption “komplaens-control”

The Department of management of the “Complaens-control” system of the Bukhara State Medical Institute named after Abu Ali ibn Sina to combat corruption has its activities in accordance with the law “on the fight against corruption” dated January 3, 2017, decree of the president of the Republic of Uzbekistan dated May 27, 2020 “on measures to further improve the system of combating corruption in the Republic ensuring the implementation of tasks in the” road map”for 2020-2021 in the Ministry of special education on the fight against hidden economy and corruption and its prevention the concept of development of the higher education system of the Republic of Uzbekistan until 2030.

PP-4391 resolution of July 11, 2019 “on measures to introduce new management principles into the system of Higher and secondary special education”, PP-4699 resolution of April 28, 2020 “on measures to widely introduce the digital economy and electronic government”, resolution of the Cabinet of Ministers of December 31, 2020 “on measures to improve the system related to the organization of the educational process in higher the regulations”on the Department of management of the system “anti-corruption “of the higher education institution” on the Department of management of the system”complaens-control“, approved by the Order of the Ministry of higher and secondary special education No. 373 of August 26, 2021, were approved by the order of the Ministry of higher and secondary special education of the the activities are regulated on the basis of the program of the Bukhara State Medical Institute to combat corruption and this regulation.

The last decrees consist of these – the decree of the president of the Republic of Uzbekistan dated June 16, 2021 No. PF-6247 “on measures to ensure the openness of the activities of State bodies and organizations, as well as on additional measures to effectively carry out public control”and the decree of the president of the Republic of Uzbekistan dated June 14, 2022 No.

Komplaens-control and fight against corruption of the Ministry of Higher and secondary special education (next-Ministry). – In its activities, the department is guided by the Constitution and laws of the Republic of Uzbekistan, decisions of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the president of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders of the ministry and according to the jury, the internal orders of the institute, as well as other legislative acts,are valid.

-implementation of measures aimed at the implementation of the “corruption-free Sphere” project at the Institute; – implementation and implementation of the “Complaens control” anti-corruption system at the Institute; – identification of the causes and conditions of committing corruption offenses at the institute, as well as areas of high risk of corruption;- providing information at the institute with the introduction of systemic problems;

-coordination of public control aimed at combating corruption at the institute, as well as monitoring against corruption based on modern methods and information and communication technologies; – to study universally recognized international standards and positive foreign experience in the field of anti-corruption and public control, and to develop proposals for the implementation of advanced aspects; – organization and development of proposals for Sociological, scientific and other research on the state, trends and causes of corruption at the Institute and the effectiveness of taking measures against corruption; – coordination of activities of the academic Lyceum under the Institute in the fight against corruption.

-considers appeals and anonymous messages about corruption risks and offenses in the actions of profsssor-teachers, Management, Technical, Service and educational and auxiliary employees of the Institute, and takes measures in the established order; – corruption at the Institute maintains a register of Service checks on facts; – participates in the analysis of conflicts of interest in the implementation of Public Procurement and checking the reliability of counterparties; – monitors conflicts of interest between employees of the Institute and makes relevant proposals;

-regular preventive conversations are organized between professors and teachers of the institute, management, technical, service, educational and auxiliary personnel; -in order to identify corruption cases in the activities of the institute, it conducts surveys among professors, teachers, management, technical, service, educational and auxiliary personnel, students (undergraduates, doctoral students, clinical residents, independent researchers) and the population; – based on surveys, social and other studies, anti-corruption propaganda regularly evaluates the results and effects of measures, and uses assessment results to determine further measures; -all necessary equipment and other technologies aimed at combating corruption among professors, students are widely used;

The section is assigned to perform tasks and functions, for which it has the following skills: Direct or videotranslation monitoring of the processes of recruitment to the Institute and the academic Lyceum under IT, certification of personnel, examinations of students (masters, doctoral students, independent applicants) (final, intermediate, qualification, final state certification, diploma protection), identification of corruption risks in these processes – directly or videotranslation monitoring of the processes of recruitment to the Institute and the academic Lyceum under IT, certification of personnel, examinations of students (master, doctoral student, clinical resident, independent seeker) (final, intermediate, qualification, final state certification, diploma protection), identification of corruption risks in these processes;

-request, request and receive analytical materials, conclusions, primary and other supporting documents, statistical and other information on issues within their competence from professors, Management, Technical, Service and educational-auxiliary employees of the Institute and the academic Lyceum under it, analyze the conflict of interests in the implementation of Public Procurement and control the verification of the reliability of counterparties. Council decisions of the Institute, orders of the rector and tender documents are agreed with the Department in a mandatory manner.
